Is it really so ridiculous to make businesses that are responsible for stormwater runoff pay for the damage it causes to area waterways? If business owners don't pay, the taxpayer does. Either through taxpayer-funded cleanup or just diminished ecological resources.

I'm not saying it's the best possible solution, but using politicized pejoratives like "rain tax" lead to misunderstanding.
