Psychologists who advised the bishops were of the opinions that the abusers could be cured of their pedophilia and other disorders. The bishops who sent abusers to these programs were told that the abusers were cured and now safe.

It wasn't that having an abuser as a priest was preferable to having nobody, it's that psychology at the time said that the abuser could be made whole and normal again.
