why are there super pacs anymore if the 501(c)4's do the same thing and they dont need to release donor lists?

That's what i was thinking. (I think it was) you guys up w/ an article about how many of these "social welfare" programs marked in their application to become 501(c)(4)'s that they weren't planning on doing political work/campaigning. Is there absolutely any oversight here? Can they get in trouble for that? whats the deal?
