What’s the scene like? Rowdy? Crowded? Music?

My uncle is a bum out there in Tampa and Clearwater. He's only there because it's easy to be a bum (warm weather, drugs, and people giving handouts). Do you ever feel you are doing a dis service to them by giving them freebies and then not having to work for anything?
