The show is about evaluating the performance of cars (in usual or unusual ways) and up until recently electric cars have performed shockingly. Regardless of how environmentally friendly they are, most people just won't buy them until they perform as well as a petrol car. However, some new electrics cars are really getting there, I've even seen some really positive reviews in recent Top Gear episodes.
