Yeah you're apparently one of those occasions where people adopt because they want to care for a child. Like the OP said, they went though a bunch of houses and many of them were dirt bag people who don't even speak english. I can tell they were after welfare (I am hispanic myself BTW)

I've notice people who adopt foster kids do it to get more welfare money so naturally you have the worst type of people adopting kids for all the wrong reasons.

Really though the problem is government itself yet most people think that government is the solution.
