No he's saying that a employer has 10 drivers. He is expecting to go through 10 drivers by next year. 8 might hang on and be the same but on average, 10 would be hired then quit/fired. Same sea in restaurants. 100% average turnover but some people never leave. It's the high turnover of those around the ones who can stay.
