Are there any challenges you have considered but then refused?

I remember an interview years ago with a native american (I'm sorry I can't recall who it was) who said that the the biggest problem with the reservation system was that it perpetrated the false belief that reservations are necessary for maintaining native american culture. Instead, he thought, reservations become points of isolation and poverty. Is this viewpoint very widespread? Is it a point of controversy in native american communities?
