Yes. If my truck is governed to 63mph,the speed limit is 65,and someone in the right lane is doing 60, I will pass them, because it's far easier to maintain speed using the governor as cruise control.

This is why, if you then speed up when you notice the truck passing you, you will likely wind up with a very pissed off trucker on your bumper....
