So the home depot doesn't even have to pay to buy the inventory. Just take it on consignment. What a clever setup. It's like running a pawn shop without any of the responsibilities.

It varies by local franchisee. Some areas they have (had) a problem with people dumpster-diving for dough, if memory serves. It was extensively discussed in a thread similar to this one a few years ago.

(I also wouldn't rule out short-sighted franchise owners who don't trust their employees and enact idiot policies.)
