How do they determine staffing levels? I would guess that since they know the number of flights at any given hour they would up staffing when needed, but that does not seem to be the case.

This is exactly true. I live in Chicago, and in a nice neighborhood. I can get AT&T internet, but it is far from the hub so my service would be spotty. I can't get a satellite provider because I can't attach a dish to my building. RCN is not available in my area, nor is WOW. Despite being in the third biggest city in the US I have only 1 option for wired TV and Internet service. When I called to complain that my service was too expensive for the quality of service and package that I was receiving I was told "tough nuggets". (Not in those exact words). When I threatened to drop my service the person I was talking to said outright that I have no other viable alternatives, and they were right. We pay $140 per month for basic digital television and the 2nd to lowest tier internet. We have 1 TV. We do not have HD or DVR. Our internet goes out once a month if not more. They have us over a barrel Marcellus Wallace style, and they are playing the part of Zed.
