Okay I just googled and this is what the German rules say: As soon as you wedge the ball in a way that makes it dangerous for your enemy to try and play it, because he might harm you by trying, it's foul play and your enemy gets a free kick. That's the reason why you can't perform a roll with the ball in German football, if your enemy has a chance of playing the ball.
