Doesn't heat cause radioactive materials to decay faster...or not?

It looks like I've come to the party late but I have an important question.

Do you fear that by designating internet as a public utility it will allow governments through regulatory power to eventually be able to block content they deem illegal such as copyright infringement?

And continuing on this line of thinking, considering the massive lobbying the RIAA and MPAA puts into trying to pass SOPA, CISPA, the TPP or whatever they are calling it this week do you fear that eventually this will allow these organizations and others including the government to block any material they deem "offensive?
