Former U.S. PETA employee here. The reason their euthanization rate is so high is because, by the time PETA is involved, many of these animals are at the point of no return and euthanizing them is the most humane thing possible. Also, as OP mentioned, their general belief is that a life in a shelter is no life at all. So a peaceful death is the better alternative. As much as I dislike PETA, I have to agree with this stance. (Many shelter animals endure years in a small cement cage with no real love/affection.)
