Do you think a scenario like this is still possible given current day cybersecurity enhancements?

NORAD is apparently running DOS 3.1 on 8088 machines, so it is unlikely that current Internet Connected machines could talk to it. It would be like going to Rome in 300 AD and talking to the locals.
