Aside from who's copyright should be protected (US VS foreign copyright)?

My question was too vague, what I meant was; have there been made any references to how other countries perceive piracy (Switzerland seeing evidence that piracy helps sales of certain media)? Such as Ms. Lofgren is talking about now
