He's saying that some people accidentally got pregnant, and the children that resulted of that pregnancy are of the age that they are able to ride bicycles (and presumably are riding them in the commune). It took me a REALLY long time to figure out wtf he was saying.

edit: the problem here was the use of "if you get my drift" which usually is reserved for implication of secretive or taboo subtext.
