You'd still have to have a procedure to remove infringing content even if it is automated. Just because you don't host but facilitate & link to copyrighted works means you have to comply with DMCA requests the same as Google. Otherwise Safe Harbor Exemption for not policing content same as if one of your scaped hosts contained child porn. You would have to remove it or face legal issues despite it not being on your site. On the other hand if you're hot linking of their servers I can't imagine they'll be too happy with you over time & may rewrite their API's to exclude your scrapping.

FYI /r/LegalAdvice gets at least one post a month from someone being threatened by PA entities with that law. It's also being upheld against kids who've never been in PA but their parents are. http://www.pacourts.us/assets/opinions/Superior/out/A36025_11.pdf

Companies need a skilled worker without paying retirement costs or many benefits? Check the H-1B list for people you can legally abuse for profit. It isn't good for the foreign worker and it makes it harder for local people to compete with the labor desperate to work to keep their visa.

My guess would be the worry it would dislodge, become broken or fogged, etc & they don't want that in an environment you can't correct the issue in easily. I'd guess not using a respirator makes their breathing less strained & easier to keep calm if it had an issue.

Have you examined what you're going to have to do to maintain a Safe Harbor exemption? How do you plan to handle DMCA requests (saw some gifs from notoriously litigious production companies/performers)? How are you remaining in compliance with 18 US 2275? Are you maintaining a record of where each gif is coming from & could ID who would have the required ID documents? Have you talked to a lawyer about monetizing content you don't have the copyrights too? Even w/o ads it can be argued your site is intentionally non-monetized to increase growth & the site traffic is worth $X & you are costing them money by infringing.
