For state workers in States where pot has been legalized for recreational use, can they face legal repercussions if they partake outside of work? Like does drug tests still count against them?

What needs to happen for zero tolerance to be more like alcohol? For example an employer requires proof of alcohol effecting the employees performance, and proof of the abuse during working hours before the employer can take legal action against the employer.

I have a BSEE and BSCpE during an internship I used excell (manager requested) to analyze large amounts of data and find trends we could use to better improve the use is a new methodology at work. I loved this position and I think it was more about the data analytics than the process management. I would work 50-60 hour work weeks without realising it.

Could one logically step into a data analytics position without further knowledge or should I pursue a graduate degree? I currently develop distrubuted simulation code at work and I'm not engaging with the work like I did with the data. I'm not enthused about the work and 40 hour work weeks are hard to get through.
