I can answer that -

Most free popcorn comes on popcorn days. (Tue Thurs in some places, and friday only on some campuses)

You usually have one of the cafeteria guys with a big popcorn machine and he keeps filling up the little popcorn packets. You usually take one of those, but I've seen some people try taking as many as they can carry.
