Yeah, I feel that when our space program is already half of one percent of the federal budget then "shouldering reductions" is a bit of a null statement. It's about like trying to balance a budget by reducing the amount of gum you chew but still buying a big-mac every day in lieu of packing a sammich, and what makes it worse is that in this case we view chewing gum as essential for our future development.

Except our radio waves dissipate not long after exiting our solar system(if I remember correctly). So yes we have been transmitting them for 100 years, but really the only life that can distinguish our radio programs from white-noise would be those aliens within our own solar system.

But otherwise I agree with your second statement. We ourselves do not have FTL travel and yet we can (though very expensively) create pretty much any molecule we need to on a very small scale. I'd be hard pressed to think that a civilization that can travel faster than light couldn't manufacture any resource it needs cheaply enough to need to pay for gas on a 155 million light-year journey just to harvest it from another planet.
