Not Robocop, Batman. Frank pitched "Holy Terror, Batman" (a play on a former Batman elseworlds title) which was essentially Batman vs. Osama Bin Laden. Frank decided that Batman wasn't right for the story, and, five years later, he released the book "Holy Terror" starring "the Fixer," and it was unanimously declared to be awful. That's the reference.

Edit: Not Batman, Robocop! Specifically these issues which are based on Miller's original, uncensored screenplays for Robocop 2/3. They were critically panned but I didn't know that, I thought they were pretty cool (although I only looked at the art, didn't really read).
