Can you give us a sense of the actual frustration the command was facing when it couldn't deliver the strike on the RPG wielding motorcyclist? The rules of engagement in a scene like this seem absolutely insane.

Great answer and good perspective. I just find it baffling with all of the police shootings in the US recently where they essentially don't even need a reason to shoot/kill someone—but the Military has such restraint and patience for people who actually intend to kill Americans. If only Police were held to such a higher standard and acted with such restraint... Do you have any perspective on that?
