Another solution would be that pawn shops have to insure themselves against this possibility - the obvious consequence being that the more stolen merchandise they buy, the higher their insurance premiums.

People would get their stolen merchandise back, the pawn shop wouldn't be out-of-pocket their investment*, and they'd have a disincentive to buying stolen shit.
