Maybe some kind of tokens-for-reviews system, or a special Greenlight judges group? I personally loved the 'random' option on the IGF Pirate Cart, and I can imagine some kind of 'while your game installs, would you like to review a game?' system might work, as long as it wasn't heavy-handed.
