As the story noted, these issues at Shiloh have been occurring for several years. Our reporter documented that it is still occurring by reviewing a child's medical records from November through April. The "zero tolerance" policy and family separations have increased the number of children going into these shelters. So while Trump certainly didn't create the issue of children being drugged at Shiloh, his policy is exposing more children to these practices.
