Another reason may be, in those two instances at least, they are not presidents but prime minister and chancellor, respectively. Meaning neither are directly elected by the people (I know I know, America has the Electoral College, but that's hardly analogous). So maybe that degree of attenuation also works to distance the average Canadian/German from identifying too closely with either? Just a thought, I don't have any data to back it up.
