Someone who hikes the whole trail in one go. Start at the one end and walk all the way to the end.

Section hikers will hike one chunk per season or when they can get to it. For instance every summer doing a different 30 miles of trail.

Impossible short of re-writing the standard and getting all the major browsers to adopt it. Google, Bank of America, and others all serve one key to all users.

What is a Lime and Bird scooter?

Startups in places like LA where you sign up for an app like Uber which allows you 'rent' an electric scooter. It also pays you benefits for charging them.

Downfall of this is that you need Credit Card, Smart-Phone, bank account to use any of these.

Who left the scooters? What problem is this solving? How does a silicon valley company that's not you even play into this?

Someone who rented a scooter with the app, had driven them somewhere or left them somewhere and the kids had been playing with them. The scooters had no charge left in the battery to make them go.

I'm confused whether he is giving kids scooters or providing an incentive to....find scooters..?

Lime and Bird Scooter pay the bounty for lost scooters. However to get the $20 to return the scooter you need to have a smartphone, credit card, and bank account etc. Something these people don't have access to.

What he is doing is instead of charging people to use the scooter he is basically just giving them away for free to the community. So in theory for children in Detroit, they can use a Lime scooter and pay for it, or jump on a free 'community' scooter.

That is at least my take away from someone who isn't in Detroit.
