Atlanta has poor mass transit. Will the plan address congestion that is systemic in the city?

Additionally, is the airport included in the plan?

Could it be the outer marker?

It’s illegal to listen in on Cellphone frequencies in the US. It is not illegal to listen to public safety but they typically run unencrypted digital (at least here in Metro-Atlanta). Air traffic control is easy to listen to, that is open and analog, even an old scanner would pick that up.
