I don't know why this question is being so heavily downvoted. It's actually very pertinent.

The Indonesian government line is that "the enemy" was a spontaneous uprising of local, Timorese, pro-Indonesia militia groups, but this is a pretty shaky claim IMO.

I would say that it's more likely that Hawkeye's dad was fighting Jakarta-sponsored militia groups, if not elements of the Indonesian army themselves.
