How did you account for local tidal forces on your spacecraft for the duration of the redirect mission?

Does California not have subsidized housing vouchers? Why would controlling maximum rent be a better solution than subsidising tenants? I'd imagine it would be quite a bit more stimulating to the market to just bump up the property tax by a few mils and return that money to families living below a certain income threshold in the form of a voucher.
