Very much depends on the facility. Where I was had no tablets, no rehabilitation and they even got rid of the library. The only way you could get a book was to have someone order it on Amazon or hope your councilor had a stash in their office. And I know I was in a descent jail. There are good facilities and there are nightmare facilities (rikers, Dade county)
