Why are you using American terms that don't apply in UK law? Surely this is a collective action?

I have a generally negative role. My team and I are responsible for delivering infrastructure for a development team. Out management team are all from development background.

Our firm is large and archaic - getting a compute node that we could get in the cloud in 10 minutes takes 9 weeks after 3 weeks of approval processes. This means we’re always slower than the devs want because there’s always changes in requirements.

I’ve shown schedules and forecasts, but demand changes and we fail.

Other than getting buy-in and commitment to schedules, what other tools do you suggest to manage perceived failure ?
