What's unique about Vegas that wouldn't be normal/acceptable anywhere else?

Prisons do that now in their semi-private state. The bigger problem is prosecutors, judges, and attorneys (none of whom are private) pushing the prison industrial complex. Not to say prisons aren't at fault, but making jails 100% "public" wouldn't solve the problems associated with prisons. It's a large, complex problem with the entire system.
