a) People who don't want to be surrounded by garbage.

b) They're free to do as they will, provided they cause nobody harm, but nobody would be forced to associate with them. This is a fair bit more pleasant than being shot at for not respecting property claims that they had never agreed to honor in the first place, I'd say.
