The money doesn't matter to some people. Some people steal for the thrill of it or it's a symptom of depression. It's extremely unfair to the people around them, especially when they are stealing from people who need the money more! I would call the police. Or see if you can set up a hidden camera (bit tricky in places where your bag is kept in the bathroom).
