My understanding is that English is taught fairly early to children in a lot of European countries. I live in England so we aren't really made to learn another language properly unless we really want to.

Carrying certain knives around is illegal here. Some American kid wrote a post on /r/unitedkingdom about how he got arrested for taking his pocket knife into a club here in the UK, as he had no idea it was illegal.
