Chargers can provide more power than your PC. When you're actively using your phone the power consumption can be greater than the power delivered from the computer USB Port.

You mean that the charger is in the same AC outlet as your PC. And the phone is in the charger?
The AC outlet doesn't make any difference. The reason has to be something else (e.g. you're using your device more often).
Would a new battery fix this?
Does the phone get very hot while charging? Charging a phone creates heat. If it gets too hot the phone can slow down the charging to prevent it from overheating.
A new battery will have a lower internal resistance. Which basically means it gets less hot while charging/discharging it with the same power. So having a newer battery could fix this problem.

Do you think it's a good thing to lock people up for a majority of their time?
What I want to say is: The goal of putting someone into prison is to make him feared of getting locked up again. So he wouldn't commit a crime again (or would not commit a crime in the first place).
Wouldn't it be better for the vast majority of people if they get some real help?
