Yes, decriminalization is just reducing or eliminating the crime. Legalization generally involves a lot more, including setting up stores, figuring out who can grow / sell, what they can sell, who they can sell it to, where they can sell it, how much they can sell at once, and how much of their money has to go back to the government. Decriminalization is great first step since it's much easier and can pave the way.
