People mostly do work, in NYC welfare isn't really enough to live on. Most households have at least one income. There are also a lot of community supports, though, so people don't need as much money: there are "gemachs," which give our or lend various things to people who need them. So there's a dress gemach where you can borrow a dress to wear to a wedding instead of buying it, a furniture gemach where you can borrow chairs for a party or even keep them if you're young and setting up your house, a baby stuff gemach where you can get all the things you'll need for like 3 months, and so on. And if you have money and buy those things, you donate them to the gemach when you're done with them.

Someone I know used to work for the Kosher Internet company! They had a whitelist of pre-approved sites, and then if you wanted to use some other site, you submitted a request and the company reviewed it.
