It's not considered cheating per se, but you can imagine why casinos don't like it.

And, since they're private companies, they're perfectly free to disallow players to return for any reason, including "we're pretty sure you're counting cards" as well as "that hat is stupid" and "because reasons."

In Atlantic City, casinos are not allowed to just kick people out, but they use other methods like setting a table maximum of $1 to essentially harass card counters out of the place.
