There are some foreign engineers working in SpaceX I believe. But to get there they had to be worth the time and effort on SpaceX's part. This thread might be useful to you.

Why do you think it will cost billions and take decades? If fully self driving cars will be possible with a few grand worth of parts within the decade why not tubes?

Edit: I mean you should be able to use the same architecture used in cars and apply it tubes with new training data. By using advances paid for by the car industry it should be relatively cheap to apply self driving to tubes.

Interesting thanks for the response! So it appears like drivers will be replaced with stewards for evacuations. Partially because of driver unions and partially because of the phsycial issues you mentioned we won't be having L5 autonomy on tubes any time soon.
