Not OP, but am licensed. Ingrown hairs are most common because of the way hair is removed. You apply with the grain, and pull against the grain. If she's having an issue with sugaring, and has had several people do it, she may be better suited for waxing.

S/he's doing sugaring correctly, don't worry! It's my fault for not being clear. Sugaring is applied the opposite of waxing, and that's why it can more frequently cause ingrown hairs; because it's irritating the roots. I usually recommend strip waxing over sugaring, but you should always go with what works best for you.
