Here's a deep dark secret into the world of props.... They really don't let talent get hammered on set. Just imagine for a moment how horrible someone's acting would be if they drank beer after beer take after take. This would be in no way an efficient method of filmmaking.

Prop masters will use a variety of things to mimic the look of alcohol or drugs.

Variants of alcohol I've seen used:
Near beer (e.g. o'doul's)
Various alcohol "free" beverages" Weak brewed tea
Various concentrates of apple juice, white grape juice, or concord grape juice.
Sparkling Apple cider, grape cider (e.g. Martinelli's)

Drugs I can't say much, nothing I worked on featured them too heavily, but I once went on a run with a props guy to International Oddities some of the greatest looking fake weed ever.
