How could any rational person look at what an ISP does, and then arrive at the conclusion that it is not a telecommunications service? Jumping to conclusions is bad, and all... but it's pretty apparent that gross corruption or blatant incompetence (or both) are in play here. Maybe it's time for some judges and commissioners to be tossed out into the street.
