We are bombarded by radiation from space and earth constantly. There are beaches with higher radiation doses per hour than you would get at fukushima or chernobyl.
All of our life on earth is possible due to the decay of radioactive material. It heats the core and causes the magnetosphere to exist which protects us and our atmosphere from blowing away by solar wind.
There is roughly 3 grams of uranium isotopes per cubic meter of seawater, but fear not, avoiding the ocean by living in the mountains increases exposure to radiation too!!!

Its important to remember the radiation levels set as safety standards go hand in hand with the absurdly low amounts that can be detected at a nuclear facility.
Also the type and energy of the particles is important. Some low energy neutrons are more harmful than high energy electrons. It takes special instruments to detect the difference and so its much easier to err on the side of caution.
Your cells are good at dealing with minor long term radiation damage and short high doses, it all comes down to the individual and their genetics. If damaged cells die like they should you may only age faster due to telomere length.

Let's say someone is due a refund, but didn't file years ago, what then?
