In American aircraft that wish to have an ETOPS certification there is a need for the aircraft to have three working systems available for the sake of safety and redundancy. Like having 3 Inertial reference computers, or multiple generators available in case one or more fail, ect. I’m not sure how the requirements work out of FAA jurisdiction, but the MCAS should 100% not be impinging only on one AOA sensor.
