I don't have any insider knowledge, but having used DC cabs for awhile I think it has to do with the awful Transit Authority or whatever agency monitors cabs in DC. You go to almost any major city and their cabs have a card reader in the back and lots of info about reporting them for violations.

In DC half the cabs don't even take cards, and the ones that do will try and upcharge you or complain about the card eating their fare. You have to twist the cabbies arm to get them to use the AC in the summer and they all talk on their phones while driving. Yet nothing is done by the regulatory body. Not long ago, DC cabs were on a zone system. The cabbies lobbied to get the meter system and I think that shows how strong the cab lobby is in DC, or rather how weak the regulatory agency is.

Not to defend his policies, but there was a massive housing bubble that burst during his tenure, which absolutely massacred the economy and tax base in California. I'm disappointed to see comparisons between him and his successor that don't take that into account. It's easy to improve when you're starting from a bombed out ruin.

He's talking about the 5 gallon water cooler bottles I believe, not your 12 oz single serve bottle. I hope to god the truckers aren't using the 5 gallon bottles...

They have this problem with full-service too. The attendant just puts the card in and pumps the gas. He's not calling the card company to see if it goes through.
