Navigating benefits can be tough, but there are resources! I would get your sister in touch with a CWIC (Community Work Incentives Counselor). They can go over her situation and lay everything out for her in concern to how much she can make.
If she receives SSDI, she can absolutely work without her benefits being affected. Especially if she's only looking for part time work. She'd have to make over the SGA (substantial gainful activity) which I believe is ~$1100/month for it to affect her benefits.
