I wonder that about a lot of bilingual people

You can think without using any type of language. You can have thoughts without language, it's only when you want to explain/convey those thoughts that you need language, which is also why language can be limiting.

what do you feel is the best way for a more novice programmer, such as myself, to start learning a new language and to become more proficient at it?

Not OP, but: figure out what project you want to build, then build it. Single best way to learn.

You should also look into writing style, and learn more about literature in general. Not to sound harsh, but the amount of dots and enters you've used in your question is ugly. So while it's good to be creative, you need to be able to deliver a quality result, rather than just an interesting idea.

Writing is much more than just inventing.

Edit: I highly recommend you read "The Elements of Style" at least once.

When I lived in Albania, my thoughts were in Albanian

Thoughts happen regardless of language. Conscious thoughts (e.g. thinking about thinking, or talking to yourself) is in your preferred language.
